Commentary
The text is fully preserved, so the challenge is not that of restoration but of interpretation. There is a known cultic epithet of Zeus - Naios - so we may have here a Dative form and therefore a dedication. This epithet is attested at the sanctuary of Zeus at Dodona.It would be quite singular if we had its appearance at Borysthenes. A personal name Ναιώ is attested on Rhodes but only in I cent BC- I cent CE (LGPN V1-35253), and Ναίων is attested once each on Lesbos and Teos.
